New York State Attorney General Letitia James has secured a $15.2 million judgment against David Tulley, the owner of seven unlicensed cannabis shops located in Cayuga, Oswego, and Wayne counties. The judgment comes after Tulley was found to have operated these shops without the required licenses and sold cannabis products to underage customers. Tulley has been fined $7 million for illegal profits and $8.2 million for operating without a license and ignoring cease-operation notices from state authorities.

Tulley, who owned businesses under names such as "I'm Stuck" and "Weed Warehouse," claimed that his shops offered consulting and educational services about cannabis products and provided free samples, thus not requiring state licenses. However, state officials, led by Attorney General James, shut down these operations last year. The judgment also includes fines of $10,000 per day for operating without a license and $20,000 for continuing to sell after being ordered to stop. James emphasized that this ruling serves as a clear warning to other unlicensed cannabis retailers in the state.
