US Restricts Export of Quantum Computing and Advanced Technologies
The U.S. Commerce Department has announced new export controls on quantum computing and other advanced technologies. The Bureau of Industry and Security (BIS) has introduced an interim final rule that implements these controls to align with international agreements aimed at preventing the misuse of advanced technologies that could pose national security threats. The rule specifically targets quantum computing items, advanced semiconductor manufacturing equipment, and Gate-All-Around Field-Effect Transistor (GAAFET) technology. There is a 60-day compliance delay for quantum computing items to certain destinations.
The new controls also include a License Exception Implemented Export Controls (IEC) for trusted countries that have equivalent national controls. Additionally, the regulations introduce new reporting requirements for foreign national employees working on quantum computer development in the U.S. Several countries, including the UK, have already implemented similar measures. The U.S. action aims to strengthen international relationships and ensure that export controls keep pace with rapidly advancing technologies.
